一、 項(xiàng)目背景 Project Background 環(huán)西麗湖綠道建設(shè)是貫徹落實(shí)習(xí)近平生態(tài)文明思想，落實(shí)二十大綠色發(fā)展精神，牢固樹立綠水青山就是金山銀山的理念，建設(shè)美麗、健康中國的重要內(nèi)容，是深圳深化生態(tài)文明建設(shè)，優(yōu)化城市自然山水格局，讓市民盡享綠色生態(tài)福祉，促進(jìn)城市綠色協(xié)調(diào)發(fā)展的有力舉措。
2022年的深圳市政府工作報(bào)告明確提出，建設(shè)一流的宜居城市，建設(shè)公園城市，實(shí)施“山海連城”計(jì)劃，貫通“一脊一帶二十廊”城市生態(tài)脈絡(luò)。
深圳作為典型的高密度超大型城市，綠道對(duì)促進(jìn)生態(tài)、生活、生產(chǎn)空間融合，建設(shè)健康人居環(huán)境具有重大意義。綠道建設(shè)需牢牢把握新形勢(shì)、新使命、新要求，從全域全要素視角出發(fā)，尊重自然生態(tài)原真性，堅(jiān)持以人民為中心，基于國土空間治理要求全面規(guī)劃布局，構(gòu)建藍(lán)綠交織的全域綠道網(wǎng)，明確建設(shè)管理總體要求及近期綠道建設(shè)計(jì)劃，加快實(shí)現(xiàn)“鵬城萬里”綠道建設(shè)目標(biāo)，高標(biāo)準(zhǔn)高質(zhì)量推進(jìn)綠道建設(shè)工作，打造彰顯山海深圳資源與城市特色和“深圳品牌”的綠道，切實(shí)發(fā)揮深圳在高密度城市綠道建設(shè)管理方面的示范引領(lǐng)作用，助力深圳建成美麗宜居的公園城市。

西麗水庫又稱西麗湖，地處廣東省深圳市南山北部片區(qū)、陽臺(tái)山南麓，是深圳市主要的飲用水水源水庫，擔(dān)負(fù)轄區(qū)南山、寶安兩個(gè)行政區(qū)數(shù)百萬人的飲水任務(wù)，同時(shí)兼有防洪和水源調(diào)蓄功能，也是深圳市東江水源工程的輸水樞紐，屬于城市內(nèi)飲用水源保護(hù)區(qū)。
西麗湖是特區(qū)早期的“五湖四海”之首，周邊集聚麒麟山莊、野生動(dòng)物園、西麗高爾夫等，是深圳最早的度假區(qū)。2003年，經(jīng)過近二十年發(fā)展，高等教育功能日趨成熟，集聚清華，北大、哈工大、南科大、深大等高校。2019年，片區(qū)再次升級(jí)，西麗湖國際科教城以世界一流科教城為目標(biāo)，建設(shè)石壁龍、燕清溪、白石嶺以及留仙洞總部基地、西麗高鐵新城等片區(qū)。
二、 設(shè)計(jì)內(nèi)容 Design Contents
本綠道項(xiàng)目整體路徑環(huán)西麗湖一周，途經(jīng)沙河西路、西麗湖路、沁園路等市政道路，穿過麗水河、白芒河、麻磡河、大磡河、燕清溪等河流，總長約15km，其中本次競(jìng)賽范圍的綠道長度約為12km，工程投資金額約12億元 (不含示范段)。其中示范段（約3.75km，起點(diǎn)連接燕清溪碧道，經(jīng)過麒麟山莊、紫荊山莊，到西麗水庫管理處）已經(jīng)啟動(dòng)建設(shè)，不納入本次競(jìng)賽范圍，但設(shè)計(jì)過程中需統(tǒng)籌考慮。

Work Scope of the Greenway around Xili Lake
本次國際競(jìng)賽包含三個(gè)層次的工作范圍，要求提出富有創(chuàng)意且能引導(dǎo)實(shí)施的綜合性概念方案。
There are three levels of work scope included in this International Competition, and it requires the development of a comprehensive conceptual design proposal that is creative and can guide the implementation.
1、概念規(guī)劃 Conceptual Planning
對(duì)項(xiàng)目進(jìn)行分析與解讀，提出綠道總體規(guī)劃的概念方案，包括規(guī)劃銜接、項(xiàng)目定位、設(shè)計(jì)理念、景觀結(jié)構(gòu)、人群分析、活動(dòng)策劃、生態(tài)系統(tǒng)、水源保護(hù)、植物規(guī)劃、交通連接、設(shè)施布局、運(yùn)營維護(hù)、分期建設(shè)、工程投資等。
Analyze and interpret the project, and put forward the conceptual design proposal for the greenway masterplanning, including planning connection, project positioning, design concept, landscape structure, crowd analysis, activity planning, ecosystem, water source protection, planting planning, traffic connection, facility layout, operation and maintenance, phased development, and project investment, etc.
2、綠道選線及設(shè)計(jì) Route Selection and Design of the Greenway
提煉分段主題特色，綜合考慮每一分段的選線路徑、路面寬度、色彩材質(zhì)、豎向坡度、斷面形式、結(jié)構(gòu)造型、接駁方式，并對(duì)配套設(shè)施、標(biāo)識(shí)系統(tǒng)、城市家具及沿線的立面風(fēng)貌等進(jìn)行具體設(shè)計(jì)，打造無障礙、全齡共享的高品質(zhì)環(huán)湖綠道。
Refine the thematic characteristics by sections, and comprehensively consider the route-selection path, road width, color/material, vertical slope, section form, structural pattern, and connection mode of each section, specifically design the supporting facilities, signage system, urban furniture and facade style along the route, so as to create a barrier-free, age-sharing high-quality greenway around the lake.
3、詳細(xì)節(jié)點(diǎn)設(shè)計(jì) Detailed Node Design
根據(jù)規(guī)劃與現(xiàn)狀分析，對(duì)沿線的景觀節(jié)點(diǎn)進(jìn)行詳細(xì)設(shè)計(jì)，包括概念創(chuàng)意、平面布局、交通組織、種植設(shè)計(jì)、建筑構(gòu)筑等，節(jié)點(diǎn)設(shè)計(jì)要求生態(tài)優(yōu)先、以人為本，充分挖掘在地文化，與片區(qū)風(fēng)貌相協(xié)調(diào)，工程方案具備可行性。
According to the planning and analysis of current situation, carry out detailed design for the landscape nodes along the route, including conceptual ideas, plan layout, traffic organization, planting design, buildings/structures, etc. The node design should consider the ecology first and be people-oriented, fully excavate the local culture and coordinate with the area features, and the engineering solution should be feasible.

三、 競(jìng)賽規(guī)則 Competition Rules
本次競(jìng)賽通過深圳市城市設(shè)計(jì)促進(jìn)中心網(wǎng)站等媒介發(fā)布公告，面向全球范圍公開征集設(shè)計(jì)機(jī)構(gòu)參與。
The Competition will be announced through the website of Shenzhen Center for Design and other media, and is open to design teams worldwide.
資格預(yù)審階段：參賽設(shè)計(jì)機(jī)構(gòu)根據(jù)競(jìng)賽規(guī)則和任務(wù)書，提交相應(yīng)的報(bào)名文件【含商務(wù)文件和概念提案兩部分】，通過資格預(yù)審會(huì)選取5家設(shè)計(jì)機(jī)構(gòu)（含聯(lián)合體）及2家備選機(jī)構(gòu)（含聯(lián)合體）進(jìn)入到概念方案設(shè)計(jì)階段。
Prequalification: Design teams will be required to submit corresponding registration documents (including the commercial documents and the concept proposal) pursuant to the Competition Rules and the Design Brief. Five design teams (including consortia) and two alternative design teams (including consortia) will be selected through a prequalification meeting to participate in the subsequent conceptual design.
概念方案設(shè)計(jì)階段：5家設(shè)計(jì)機(jī)構(gòu)（含聯(lián)合體）提交概念方案設(shè)計(jì)成果后，由主辦單位依法組建概念方案專家評(píng)審委員會(huì)，成員由國內(nèi)外景觀、建筑、城市規(guī)劃等領(lǐng)域知名專家及主辦單位代表組成。評(píng)審委員會(huì)認(rèn)真研究5家設(shè)計(jì)機(jī)構(gòu)的方案設(shè)計(jì)成果文件和充分討論比較的基礎(chǔ)上，選出前3名優(yōu)選方案推薦給主辦單位。
Conceptual design: After the five selected design teams (including consortia) have submitted their conceptual design proposals, a Design Evaluation Panel will be legally established by the Host, consisting of nationally or internationally renowned experts in landscape, architecture, urban planning, etc., and the Host’s representative(s). The Design Evaluation Panel will discuss and compare the five design proposals submitted, and then select and recommend the top three to the Host.
方案確定階段：主辦單位在充分尊重評(píng)審委員會(huì)評(píng)審意見的基礎(chǔ)上，結(jié)合項(xiàng)目實(shí)施具體情況，按有關(guān)程序確定最終優(yōu)勝方案和具體名次。
Design finalization: With full respect to the evaluation comments of the Design Evaluation Panel and taking into account the specific circumstances of project implementation, the Host will determine the final winning proposal and the specific ranking in accordance with relevant procedures.

四、 時(shí)間安排
時(shí)間安排詳見下表：

五、 相關(guān)費(fèi)用 Relevant Fees
本次設(shè)計(jì)競(jìng)賽相關(guān)費(fèi)用（含稅）設(shè)置如下：
The relevant fees (tax included) of the Competition are set as follows:
第一名：獎(jiǎng)金人民幣200萬元；
First prize: with the award of RMB Two Million Yuan (￥2,000,000)；
第二名：獎(jiǎng)金人民幣160萬元；
Second prize: with the award of RMB One Million Six Hundred Thousand Yuan (￥1,600,000)；
第三~五名：獎(jiǎng)金人民幣80萬元/名。
Third-fifth prize: each with the award of RMB Eight Hundred Thousand Yuan (￥800,000).
注：1.本項(xiàng)目計(jì)劃近期實(shí)施，主辦單位和代建單位后續(xù)將對(duì)設(shè)計(jì)機(jī)構(gòu)的深化設(shè)計(jì)能力進(jìn)行評(píng)估，并結(jié)合評(píng)估結(jié)果邀請(qǐng)?jiān)撛O(shè)計(jì)機(jī)構(gòu)為主辦單位和代建單位認(rèn)為必要的深化工作提供服務(wù)。
2.若獲得第一名的設(shè)計(jì)機(jī)構(gòu)的設(shè)計(jì)能力出眾，設(shè)計(jì)配合度高，主辦單位和代建單位將考慮邀請(qǐng)?jiān)撛O(shè)計(jì)機(jī)構(gòu)為后續(xù)的工程方案提供設(shè)計(jì)服務(wù)。
3.本次競(jìng)賽中第一名所獲的獎(jiǎng)金200萬元將在后續(xù)設(shè)計(jì)總包招標(biāo)的設(shè)計(jì)費(fèi)中進(jìn)行核減。
Note: 1. The project is planned to be implemented in the near future. The Host and the Construction Agent will then assess the design team’s ability to undertake the design detailing and invite the team to provide services for any detailing work deemed necessary by the Host and the Construction Agent in conjunction with the assessment results.
2. If the first-place winner has outstanding design capability and good design coordination, the Host and the Construction Agent will consider inviting this design team to provide design services for the subsequent engineering plan.
3. The prize money of RMB 2 million yuan awarded to the first place winner in the Competition will be deducted from the design fee of the subsequent tender for the general design contractor.

六、 報(bào)名要求及方式 Registration Requirements and Method
1、報(bào)名要求 Registration Requirements
本次競(jìng)賽采用全球公開報(bào)名的方式組織，不設(shè)資質(zhì)限制，境內(nèi)外設(shè)計(jì)機(jī)構(gòu)均可報(bào)名參加，接受聯(lián)合體報(bào)名。
Open registration is adopted worldwide. No threshold in terms of qualification certificates is set. All local and international design teams are eligible for the registration. Design Consortia are acceptable.
（1）本次競(jìng)賽鼓勵(lì)各專業(yè)領(lǐng)域一流設(shè)計(jì)團(tuán)隊(duì)聯(lián)合參與，鑒于本項(xiàng)目的復(fù)雜性，建議設(shè)計(jì)團(tuán)隊(duì)由景觀、建筑、城市規(guī)劃、生態(tài)等專業(yè)的人員或顧問組成，并由總設(shè)計(jì)師牽頭，專業(yè)人員及顧問需有相應(yīng)從業(yè)經(jīng)歷及項(xiàng)目經(jīng)驗(yàn)。
Joint participation of outstanding design firms in various disciplines is encouraged. In view of the complexity of this project, it is recommended that the design team be composed of landscape, architecture, urban planning, ecology and other professionals or consultants, with the chief designer taking the lead and the professionals and consultants having corresponding working experience and project experience.
（2）聯(lián)合體成員（含牽頭單位）不得多于3家。
Each consortium should have no more than 3 members (including the leading party).
（3）設(shè)計(jì)機(jī)構(gòu)需提供企業(yè)注冊(cè)證明、設(shè)計(jì)許可證明（如有）或同等效力的相關(guān)文件。設(shè)計(jì)機(jī)構(gòu)法人為同一人或者存在直接控股關(guān)系的不同機(jī)構(gòu)，不得分開同時(shí)報(bào)名參賽。
The design team shall provide the corporate registration certificate, design license certificate or relevant documents of the same effect. Design firms headed by the same individual or whose shares are directly held by the same individual/have a direct holding relation are not allowed to separately register for the Competition at the same time.
（4）若以聯(lián)合體形式參賽，以聯(lián)合體參賽的合作方需符合以下要求：
a.聯(lián)合體成員不得再單獨(dú)或以其他名義與其他設(shè)計(jì)機(jī)構(gòu)組成其他聯(lián)合體報(bào)名參賽。
b.聯(lián)合體合作方需簽署具法律效用的《聯(lián)合體協(xié)議》，并明確各方的分工和費(fèi)用比例等。
Members of consortia should meet the following requirements:
a. Members of a consortium are not allowed to register twice for the Competition by their own name or via another consortium in the name of another firm.
b. The members should sign a legally effective Consortium Agreement, and specify the division of work between the members, and the proportion of design fee, etc.
（5）負(fù)責(zé)本項(xiàng)目的主要設(shè)計(jì)工作的主創(chuàng)設(shè)計(jì)師及專業(yè)顧問須參加重要節(jié)點(diǎn)的匯報(bào)會(huì)議等工作，如在競(jìng)賽過程中發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與所提交的報(bào)名文件中的人員不符，主辦單位有權(quán)取消其入圍和競(jìng)賽資格并拒絕支付相關(guān)費(fèi)用。
The chief designer directing the project and specialty consultants shall attend the milestone presentation meetings. Should the chief designer present during the Competition be inconsistent with the one specified in the registration documents, the Host has the right to disqualify the team from the shortlist and competition.
（6）本次競(jìng)賽不接受個(gè)人及個(gè)人聯(lián)合參與。
Individuals and teams of individuals are not acceptable.
2、報(bào)名文件要求 Requirements of Registration Documents
本次設(shè)計(jì)競(jìng)賽需提交商務(wù)文件和概念提案兩部分文件進(jìn)行報(bào)名。各部分內(nèi)容如下（具體要求詳見附件競(jìng)賽規(guī)則）：
The Competition requires the submission of both the commercial documents and the concept proposal for entry. Their contents are as follows (see the appendix: Competition Rules for detailed requirements):
（1）商務(wù)文件內(nèi)容要求 Contents of the Commercial Documents
商務(wù)部分需提交1正本9副本及電子文件，A4規(guī)格（210mm×297mm），豎版，原則上不超過60張紙內(nèi)容（雙面打印，頁碼不超過120，頁數(shù)限制不含封面封底扉頁和目錄）。內(nèi)容可按以下順序排列：
The commercial documents shall be ten copies, with one signed and sealed original copy, nine duplicate copies, and their softcopy. The hardcopies of commercial documents shall be in A4 size (210mm×297mm), vertical, and not exceed 60 pieces of paper (print on both sides with the page number stopping at 120, excluding front and back covers, title page and table of contents). Preferred sequence of contents:
（a）參賽聲明；
（b）聯(lián)合體協(xié)議書；
（c）營業(yè)執(zhí)照或有效機(jī)構(gòu)注冊(cè)文件；
（d）設(shè)計(jì)機(jī)構(gòu)簡介；
（e）單位業(yè)績；
（f）首席設(shè)計(jì)師簡介；
（g）核心主創(chuàng)簡介；
（h）設(shè)計(jì)團(tuán)隊(duì)總覽。

（2）概念提案要求 Requirements of the Concept Proposal
概念提案部分主要表達(dá)對(duì)本項(xiàng)目的理解、重難點(diǎn)分析、初步思路和可借鑒的案例，可采用多種形式，圖文混排。需提交1正9副紙質(zhì)文件(A3規(guī)格，297mm x 420mm，橫版）、A0展板（1張，豎版，暗標(biāo)形式）及電子版文件，其中正本扉頁需包含設(shè)計(jì)機(jī)構(gòu)名稱及公司公章，副本及展板不能出現(xiàn)任何公司及相關(guān)信息及標(biāo)識(shí)（暗標(biāo)形式）。概念提案內(nèi)容頁不超過10頁A3單面（內(nèi)容頁碼不超過10，頁數(shù)限制不含封面封底及扉頁）。
The concept proposal mainly expresses the project understanding, analysis of key issues, preliminary ideas and referable cases in various forms with a mix of graphics and text. The proposal should include one original and nine duplicate copies made in A3 size (297mm×420mm) and horizontal, and one display poster in A0 size, vertical and anonymous, as well as their softcopy shall be submitted. The title page of the original copy should indicate the design team’s name and be affixed with the design team’s corporate stamp, while the duplicate copies and the display poster should not indicate any information or sign related to the design team (anonymous). The proposal’s content should not exceed 10 pages in A3 size (with the page number of the content stopping at 10, excluding front and back covers and title page).
3、報(bào)名方式 Registration
（1）有意參與的設(shè)計(jì)機(jī)構(gòu)需先點(diǎn)擊鏈接https://jinshuju.net/f/UyVPC7或掃描下方二維碼填寫報(bào)名信息，于北京時(shí)間2023年3月3日16:00前提交。
Design teams that are interested in this Competition should visit the website: https://jinshuju.net/f/UyVPC7 or scan the following QR code to complete the registration information and submit by 16:00, Mar. 3, 2023.

（2）報(bào)名信息提交成功后，還需提交紙質(zhì)文件（包含商務(wù)文件和概念提案）、輕質(zhì)展板及電子文件（U盤形式，一式2份，包含商務(wù)文件正副本、概念提案正副本、展板，正本為蓋章后的掃描件，副本為可編輯文件）。設(shè)計(jì)機(jī)構(gòu)應(yīng)于北京時(shí)間2023年3月8日18:00前，將完整的報(bào)名材料（包含商務(wù)文件、概念提案、展板及電子文件）密封包裝后（外包裝需注明項(xiàng)目名稱和設(shè)計(jì)機(jī)構(gòu)名稱）由專人或快遞送達(dá)深圳市寶安區(qū)新安街道羅田路幸福海岸10棟B座6樓D房，聯(lián)系人：張工，13631600111。
After successful registration, submit the hardcopies (including the commercial documents and the concept proposal), a display poster, and their softcopy in the form of a USB flash drive (2 copies in duplicate, including the scanned copy of the original sealed copy of the commercial documents and concept proposal, the unsealed editable copy of these documents, and the display poster). Design teams shall deliver the complete registration documents (including the commercial documents, concept proposal, display poster and their softcopy) in sealed package, which shall be marked with the project name and name of the design team, to Room D, 6/F, Block B, Building 10, Xingfuhai’an, Luotian Road, Xin’an Subdistrict, Bao’an District, Shenzhen, in person or by mail by 18:00, Mar. 8, 2023； contact person: Mr. Zhang, Tel:13631600111.
（3）本次報(bào)名以收到紙質(zhì)報(bào)名文件為準(zhǔn)，不接受逾期提交紙質(zhì)報(bào)名文件的報(bào)名資料。
The registration is subject to the receipt of the hardcopy. Any overdue registration documents will not be accepted.
